Youth Curfew in D.C

In 1995, DC enacted a youth curfew starting at 11 p.m. The curfew expired on April 15th, 2026, and Muriel Bowser used her emergency powers to reenact it for a short time more. However, it is a hot topic among DC and the mayoral election. The Chief of Police can also enact ‘extended curfew zones’ meaning that in a specific area, the curfew starts at 8:00. 

I have conflicted feelings about the curfew. On the one hand, I can see how it could prevent violence, especially after what happened at Navy Yard. However, it also seems pretty controlling, and I think there are some parts of it that are too much. For example, it says it does not apply to those exercising their 1st Amendment rights. Well, what if a group was protesting, and one person went to get coffee or donuts or whatever because they have been out there all night. Are they allowed to do that? Or if you are heading home from a job, it says ‘without detour or stop.’ So, stopping for gas isn’t allowed. I feel as though they are not taking into account how teens think or all the possibilities. There is SO much left up to officer discretion. That is a problem because of racially motivated arrests, and the threat of ICE or the National Guard overreacting.  Additionally, this curfew is not going to be enforced everywhere. No one is going to be patrolling the suburbs of Ward 3. Wards 7 and 8 are completely different stories. Additionally, in some areas of DC, the curfew starts at 8:00. 8 is insanely early for teenagers. What if there is a concert or something. I recognize that there are some teenagers who could be dangerous at times, and it could be safer to not have them roaming the streets past 8:00. However, there are many more teenagers in those areas who are completely fine and are being unfairly punished for the actions of others. I think that I would support the 11 pm curfew if it were worded better and if ICE and the National Guard were explicitly told it was not their responsibility to enforce it. I am fully against the 8 pm curfew, if there are teens who require extra support, give them extra support, get them jobs, or extra-curriculars to take up their time, but do not punish the whole area because of a couple of teenagers' misbehavior.  

Mayoral Race: 

So, for better or for worse, the expiration date of the curfew is right by the mayoral election, so it has become a hot topic. Between the main 2 candidates, Kenyan McDuffie and Janeese Lewis George, they are fairly divided on the topic. McDuffie is in support of it , citing recent events such as Navy Yard and the fact that it has been in place for a while now. He is also in support of the new ‘extended curfew zones.’ George on the other hand is against it because of the danger federal troops pose. She instead suggests expanding after school programs to occupy teens' time. So, in conclusion, both candidates have valid opinions. I think there is no perfect plan, and I think the curfew is a topic that needs a lot of thought put into it and how to deal with it.
