Potomac Sewage Spill

What Happened?
On January 19, a sewage pipe burst, causing approximately 200 million gallons of sewage to flow into the Potomac. The leak was caught on February 7th. DC is handling repairs to the pipe itself, DC Water to be specific. The entire DMV area is working on the restoration of the river.
What Are the Impacts?
So basically, the impacts are catastrophic. Simple as that. The silver lining is that the drinking water of DC is not affected. The bad news is that there have been reports that there are rising numbers of bacteria like E. Coli and other bacteria in the surrounding area. More bad news is that a certain type of pollution called nitrate pollution that is released with large amounts of sewage. This pollution feeds algae, which when unchecked takes all the oxygen out of the water, meaning all the fish and other marine life in the Potomac River will die. The sewage could reach as far as the Chesapeake Bay.
What's Being Done?
Muriel Bowser, the DC mayor recently asked for federal funds to help the recovery of the river. The entire DMV area is doing their very best to fix the leak in the sewage pipe, as well as doing damage control on the rest of the river. The main problem is that you don't just get to clean a river. You just block off the source and then wait for nature to do its thing, wait for the river to dilute it by itself.
My Take
So my question is how did 240 million gallons of waste flow into the Potomac before anybody did anything. It was detected the same day. Now, i know that they had to stabilise the situation but it is 2026, we must have good enough technology to first, not have this happen at all. It was a 72 inch hole, like what! And second, how do we not have the technology to stop that amount of waste from flowing out. And finally, I'm gonna be honest, when I was researching this, ii thought there was a way to take the sewage out of the river. Apparently not. We're just gonna be like, "Good luck Potomac. I know that humans made this waste, allowed it to flow into you, took so long that 240 million gallons of waste was put into you. But you know, you'll figure it out. Hey, on the plus side, we'll take months to repair the pipe." This is insane. But anyways, that was me ranting.
